Cosmetics export to Europe from Turkey does not start with a catalogue PDF. European buyers ask first about the Responsible Person, CPNP and the safety file. A price list alone does not build trust.

This guide gives Turkish manufacturers and EU importers an operational checklist. Cosmetics export to Europe from Turkey needs RP, notification, PIF, labelling and a clean B2B desk—not a “register tomorrow” pitch. The goal is a sellable compliance file.

Europe cosmetics is not “send a catalogue”

The EU cosmetics market asks for a responsibility chain before the shelf. Who is the RP? Where do you keep the PIF? Which label language applies?

A glossy catalogue does not answer those questions. A German or Dutch importer checks the compliance path first. The Europe cosmetics path therefore starts with documentation discipline, then price.

Take a skin-care maker in Istanbul as a Turkey example. The sample kit looks strong. Without an RP mandate and a CPNP plan, the importer slows the talk. Product quality is not enough. File quality must match.

What Regulation (EC) 1223/2009 means in practice

Regulation (EC) 1223/2009 is the EU cosmetics framework. It sets clear duties for every cosmetic placed on the EU market.

A factory may stay in Turkey. Once the product enters the EU, this regulation applies. Under Article 4, the importer—or another designated RP—carries responsibility. Saying “we only manufacture abroad” does not remove the RP need on this EU route.

The regulation does not hand out an approval certificate. It defines responsibility, notification, safety assessment and labelling duties. Your sales desk should package that as a document path. It should not sell a copy-paste legal memo.

Practical outcome: clarify RP and PIF before you lock an EXW quote. Do not tell the buyer “compliance later.” Show the file frame in the first round.

Responsible Person (RP): written mandate, EU-established

Every cosmetic placed on the EU market needs an EU-established Responsible Person. Source: the same EUR-Lex consolidated text, Article 4.

For imported products, the importer is the RP by default. A written mandate can designate another EU person or company. A verbal promise is not enough. Keep the mandate signed.

The RP notifies the address where the PIF is kept. CPNP notification before placing on the market sits with the RP. Do not leave RP choice for “later” when you sell into the EU.

Checklist:

  • EU-established RP candidate (importer or mandated third party)
  • Written mandate text
  • Address where the PIF is kept
  • Contact person and language capacity
  • First Member State of placing on the market

You may ship samples without a full commercial RP setup. You cannot run shelf placement without an RP.

CPNP notification: free portal, not an approval

CPNP is the European Commission’s free online notification portal. Legal basis: Regulation 1223/2009 Article 13.

You notify before placing the product on the market. CPNP is not an approval or a licence. A portal entry does not prove the product is safe. Responsibility stays with the RP and the file.

After CPNP, you do not need further national notification inside the EU. The same Commission page states this clearly. Do not hunt for country-by-country “re-registration.” This point often confuses exporter teams.

Typical notification content includes:

  • Product category and name
  • RP name and address where the PIF is kept
  • Country of origin for imports
  • First Member State
  • Contact person
  • Nanomaterial notification when relevant
  • CMR 1A/1B CAS/EC data when relevant
  • Frame formulation
  • Original labelling and a packaging photograph

For a practical exporter view, see the Portlogics CPNP explainer. Primary sources remain EUR-Lex and the Commission CPNP page.

PIF and CPSR: keep for 10 years

The Product Information File (PIF) is the product’s technical memory. It includes the Cosmetic Product Safety Report (CPSR / Annex I), a manufacture/GMP statement, proof of effect and animal-testing data. The Cosmetics Europe PIF guidelines explain the structure.

Keep the PIF for at least 10 years after the last batch placed on the market. The RP must be able to show the file in an inspection. On this route, “CPSR ready” must mean a real timeline. Labs and safety assessors take time.

Do not pitch the PIF as a medical dossier on WhatsApp. Tell the buyer that the PIF exists and where the RP holds it. Do not paste full formulas into chat. Protect IP in writing.

A GMP statement shows manufacturing discipline. Buyers often ask for an ISO 22716 reference. Align the statement with real process. Paper-only GMP breaks under audit.

Labelling: INCI, RP, origin, PAO, batch, language

Labelling is the visible face of the regulation. Keep INCI, RP name and address, origin for imports, PAO or minimum durability, batch code, function and Member State language complete.

Avoid medical or hair-growth claims. Lines such as “treats”, “clinically proven cure” create risk. Prefer soft wording: supports, helps, contributes to moisture balance.

Language rules matter. An English-only label does not cover every market. Check the Member State language duty. Lock label revisions before shipment into the EU.

CPNP also asks for a packaging photo. Print files and physical labels must match. Last-minute stickers create inspection risk.

Trade context with sourced figures only

Numbers are not a sales promise. They help you choose capacity and route.

According to the IKMIB cosmetics group report, January–June 2025 cosmetics exports reached USD 1,082,645,279. The EU share is about 25 percent, or USD 269,166,184. Within the EU, the Netherlands leads at USD 55,161,577. The same report cites world cosmetics exports of USD 205 billion in 2024 and Turkey cosmetics exports of USD 2.3 billion in 2024 (1.2 percent world share).

OEC shows Turkey beauty products (HS 3304) exports at USD 342 million in 2024. The Netherlands ranks among top destinations at USD 21.3 million. HS 3304 and IKMIB totals cover different scopes. Separate the line in your quote.

For older context, trade.gov.tr lists 2022 cosmetics and personal care at USD 1.34 billion. Do not paste an old year into a new offer. Use it only as trend background.

Demand into the EU cosmetics market exists. Growth without a file still fails. Netherlands entries appear often; RP and label rules still vary by Member State.

Practical sales desk: WhatsApp, samples, MOQ/EXW

Keep B2B hygiene tight. Do not mix formula, price and exclusivity in one messy WhatsApp thread. Open a CRM record. Capture country, channel, MOQ, EXW/FOB and label language in round one.

A sample file is not a medical dossier. Give the buyer:

  • Product name and INCI summary (not the secret formula)
  • Pack and net content
  • MOQ and lead time
  • EXW price frame (non-binding)
  • RP / CPNP status (ready / planned)
  • Language options

Do not promise “EU registration tomorrow.” On this route, trust comes from honest timelines. A CPSR may take several weeks; write your own lab calendar.

Split MOQ by SKU. Do not mix trial orders with chain shipments. Clear EXW cuts logistics surprises. If the buyer wants CIF, open freight as a separate line.

Internal links: manufacturers can review the outsourced desk model on for manufacturers. Buyers can use the for global buyers overview.

Operational checklist (SERP gap)

Many pages only reprint the law. You need a working order.

  1. Confirm product scope (cosmetic vs medicine border).
  2. Lock the RP candidate and written mandate.
  3. Start CPSR / PIF production.
  4. Finish label and language revisions.
  5. Complete CPNP before placing on the market.
  6. Separate sample packs from commercial files.
  7. Standardise WhatsApp B2B records and MOQ/EXW wording.
  8. Write the first Member State and importer brief.

This sequence pulls the EU cosmetics file out of “register tomorrow” hype. Sales and compliance share one calendar.

FAQ

Is CPNP an approval?

No. CPNP is a free notification under Regulation 1223/2009 Article 13. You notify before placing the product on the market; no further national notification is required in the EU.

Who is the Responsible Person?

An EU-established person or company. For imports, the importer is the RP by default unless a written mandate designates another EU person.

How long must we keep the PIF?

At least 10 years after the last batch is placed on the market. The CPSR, GMP statement and proof of effect stay in the file.

Is an English label enough?

Not always. Follow the language rules of the Member State. Keep INCI, RP address, origin, PAO/durability, batch and function complete. Avoid medical claims.
