Cosmetics export to the Middle East from Turkey does not start with a catalogue PDF. Buyers ask first about the local importer, label language and the sample file. A price list alone does not build trust.
This guide gives Turkish manufacturers and regional buyers an operational desk. Cosmetics export to the Middle East from Turkey covers GCC, Levant and Iraq as separate doors—not one “MENA” bucket. Distributor, wholesaler and private label need different packs. The goal is a sellable file and a clean B2B rhythm, not a promise of instant registration.
This is not a deep CPNP article. Short contrast only: Europe runs Responsible Person and CPNP at EU scale. Middle East listing is mostly importer-led. For the Europe twin, see cosmetics export to Europe from Turkey.

The Middle East is not one cosmetics market
GCC (KSA, UAE, Qatar, Kuwait, Bahrain, Oman), Levant and Iraq do not share one catalogue playbook. Customs, label language and buyer type shift. A “ship to MENA” line breaks the desk.
Iraq often pushes speed and volume. Saudi and UAE buyers push file quality and a local partner. Levant talks add language and logistics nuance. Write the country list one by one.
Take a skin-care maker in Istanbul as a Turkey example. The sample kit looks strong. Without a local importer path, a Riyadh or Dubai talk slows down. Product quality is not enough. The local listing chain must match.
Use the same regional discipline you already apply on textile desks: blocs, WhatsApp hygiene, sample kits. For a related Middle East sourcing desk on hygiene, see wet wipes sourcing for Middle East buyers.
Numbers you can cite (with sources)
Do not invent statistics. Keep a URL on every figure.
According to Hürriyet Daily News, Türkiye’s cosmetics exports reached USD 2.33 billion in 2025, up 11.8 percent year on year. İKMİB chairman Adil Pelister cites a 2026 target of USD 2.5 billion. Leading destinations named in the piece include Iraq, Iran, Gulf markets, Russia and Saudi Arabia.
The İKMİB cosmetics sector report (January–June 2025) adds finer cuts. Cosmetics-group exports in that half-year total USD 1,082,645,279. Top five destinations: Iraq USD 80,725,537; Russia USD 72,986,326; United States USD 71,573,923; Netherlands USD 55,161,577; UAE USD 54,977,922. Iraq alone is about 7.5 percent of the total. UAE grows 30.1 percent versus the same period in 2024.
For HS 330499 (beauty / make-up / skin-care, nes), WITS / Comtrade 2024 shows Türkiye world exports of about USD 209.3 million. Saudi Arabia takes USD 13.29 million, Iraq USD 11.55 million, UAE USD 9.14 million. That is one HS line, not all of chapter 33. State the tariff line clearly in quotes.
On a cosmetics export to the Middle East from Turkey desk, numbers choose doors. They replace vague “huge Middle East” claims.
Buyer types: distributor, wholesaler, private label
Do not mix the three doors.
Distributor places the brand in-country. Stock, listing, retail and sometimes modern-trade relationships sit with them. If they ask for exclusivity, put a written frame first. Do not grant early exclusivity casually.
Wholesaler wants speed and repeat orders. Brand investment is thinner. MOQ and lead time sit at the centre. Barcode and label consistency stay critical.
Private label leans on your manufacturing strength for formula, pack and artwork. The buyer’s brand leads. Brief control, artwork approval and INCI transparency are mandatory. On this Middle East private-label path, start the AR/EN label loop early.
Build a one-pager per buyer type. Do not blast the same PDF to all three. Anatolian Export’s for manufacturers desk keeps that split in sales.
Not Europe CPNP: importer-led registration
In Europe, RP and CPNP run at EU scale. In most Middle East markets a foreign brand cannot finish with one “portal done” claim. A licensed local importer or agent is usually required.
That changes the sales line. Do not say “we did CPNP, so the Gulf is ready.” An EU file helps. It does not replace local notification.
Short check:
- Target country list (for example KSA + UAE + Iraq)
- Importer-of-record candidates per country
- Shared technical frame (GSO 1943) versus national gates
- Label language need: Arabic + English
- Separate plans for samples and commercial shipments
GSO 1943: shared safety and labelling frame
GSO 1943:2024 is the Gulf technical regulation for cosmetics and personal-care safety, packaging and labelling. National portals differ, yet lab and formula language often lean on this frame.
Claims sit under GSO 2528:2024. Unacceptable claims can push a product out of the cosmetics scope. Do not write hair-growth or medical treatment promises.
For a Product Information File skeleton, GSO 2636 (Cosmetic Products – Product Information File) is the Gulf reference. A full EU-style CPSR copy is not always required. Still keep formula, safety summary, label pack and GMP evidence ready. Call that a PIF-lite.
Saudi Arabia: SFDA GHAD and a local importer
For Saudi cosmetics, the core gate is SFDA notification / listing guidance. Services moved into the unified GHAD system. A licensed Saudi company (importer / distributor) runs the notification. A foreign factory cannot simply claim “we registered it ourselves.”
Typical file expectations aligned with SFDA service notes and reputable summaries:
- Manufacturer authorization letter
- Clear product artwork and images
- Ingredient list with concentrations and functions
- Import clearance conditions where applicable
- Manufacturer site registration and GMP / ISO 22716 evidence when required
On consignments, SFDA has publicised beauty-sector certificates of conformity through the FASEH electronic clearance path. List first; then clear the shipment. Do not invent registration numbers. Confirm current steps with SFDA and your importer.
SASO / Saber often appears for broader consumer goods. For cosmetics, anchor on SFDA guidance. Do not say “we filed on Saber, done” without checking the cosmetics track.
UAE: importer of record, ECAS and Montaji
In the UAE a foreign brand usually appoints a locally licensed company as importer of record. Federal conformity and Emirate registration can be separate layers.
MoIAT issues UAE Certificates of Conformity for regulated products (ECAS track). Applications run on the ministry digital platform. A valid trade licence and an accredited lab test report are baseline requirements. For cosmetics, technical reference is often GSO 1943.
For sale in Dubai, the Dubai Municipality Montaji ecosystem is part of consumer-product verification and registration. Cosmetics, personal care and perfumes sit in that world. Other Emirates may use different municipality routes. Do not assume one “UAE registration” covers every Emirate.
Label practice: Arabic + English, INCI order, origin, expiry / PAO, non-misleading claims. Lock artwork before the commercial shipment.
Halal: not always mandatory, often requested
Halal is not a legal must on every shipment. Many buyers still ask for it in modern trade and e-commerce. In the Gulf, GSO 2055-4:2021 points to a halal cosmetics frame. On the UAE side, MoIAT publishes registered halal certification bodies.
Before you claim “halal ready,” verify scope. A food certificate does not automatically cover cosmetics. Ask in writing which authority the buyer accepts.
Samples, PIF-lite, SDS, INCI, AR/EN labels
On cosmetics export to the Middle East from Turkey, the sample kit is the front door. A pretty box is not enough. The file speaks.
Minimum pack:
- Product card (SKU, net content, suggested HS, shelf life)
- INCI list (percentage bands under NDA if needed)
- Short formula / frame summary
- SDS when hazard class or logistics requires it
- AR/EN label artwork draft
- GMP or ISO 22716 evidence
- Free Sale Certificate in the form the target market asks
- PIF-lite folder skeleton (contents list + responsibility note)
Do not ship samples as casual gifts. State purpose, follow-up date and the next commercial quote. Clarify EXW or CIF. Do not treat a freight estimate as a binding price.
WhatsApp B2B hygiene, MOQ, EXW/CIF
In Middle East B2B, WhatsApp is the working CRM. Without hygiene, leads vanish.
Hygiene rules:
- First message: company, product family, target country, role wanted (distributor / private label)
- Send catalogue rules and sample terms the same day
- Do not lock price in a voice note; summarise in writing
- Write MOQ per SKU
- Do not brush exclusivity aside; list conditions
- Keep payment and Incoterms (EXW / FCA / CIF) on separate lines
EXW keeps factory handoff simple when the buyer owns logistics. CIF eases the buyer’s door and raises your freight and insurance load. State the choice on the first order.
Do not leave MOQ as “flexible.” Separate trial MOQ from repeat MOQ. That split builds trust on this desk.
Manufacturer checklist
Before you open sales:
- Are 2–3 target countries chosen?
- Is the importer type clear per country?
- Is GSO 1943 / lab need scanned?
- Is an AR/EN label draft ready?
- Are the sample kit and PIF-lite folder ready?
- Do WhatsApp and quote templates exist?
- Are site links current? (Anatolian Export home)
Do not sell legal approval. Sell file discipline and buyer rhythm.
FAQ
Is there a single CPNP-style notification for the Middle East?
No. Europe uses CPNP as a free EU notification. In the Middle East, listing usually runs country by country through a local importer of record. GSO 1943 is a shared Gulf safety frame; SFDA GHAD and Dubai Montaji remain national gates.
Is Saber enough for cosmetics into Saudi Arabia?
For cosmetics, the core path is SFDA marketing notification via GHAD with a licensed local importer. Consignment clearance often runs through FASEH. Saber is a broader SASO track for many consumer goods—confirm cosmetics against SFDA guidance, not a generic Saber assumption.
Are Montaji and ECAS the same in the UAE?
No. MoIAT ECAS conformity can reference GSO 1943 at federal level. Dubai Municipality Montaji registration is a separate step for sale in Dubai. Other Emirates may use different local routes.
What belongs in the sample kit file?
INCI list, short formula summary, SDS when needed, AR/EN artwork, GMP or ISO 22716 evidence, Free Sale Certificate where requested, and a PIF-lite skeleton. Keep price and MOQ in a written non-binding draft.
How does Anatolian Export support Middle East cosmetics?
We run an outsourced export desk on a monthly retainer plus success commission. Distributor screening, sample hygiene, WhatsApp B2B and quote discipline move together. Price, MOQ and exclusivity stay non-binding until written agreement.
